Administered by the U.S. Department of Housing and Urban Development (HUD), the Housing Opportunities for Persons with AIDS (HOPWA) Program is the only federal housing program specifically designed to meet the needs of people living with HIV/AIDS. Ninety percent of HOPWA funds are awarded through formula grants to states and metropolitan areas with the largest number of cases and incidence of AIDS. In FY 2004, a total of $263.039 million was allocated by formula to 117 grantees: 79 eligible metropolitan statistical areas (EMSAs) and 38 eligible states for areas outside of EMSAs.
