The Office of HIV/AIDS Housing was created within HUD's Office of Community Planning and Development in 1995. Its primary role is the management of the Housing Opportunities for Persons with AIDS (HOPWA) program. In addition, the Office serves as an advocate within HUD for persons living with HIV/AIDS to help ensure that all HUD programs are sensitive to the special needs of these individuals.
